Planning Concerns
The Society is consulted on planning applications within the conservation area of the town or on applications that may have an effect on conservation areas.
Dr Michael Hieatt, one of our members, responds to these applications on behalf of the Society and keeps Members informed on important issues.
Sometimes, as in the case of the Tesco and the Mareham Road applications other members contribute towards responses.

Application S/086/01831/16, Health Centre, Manor House Street, Horncastle
Revised submission for proposal to replace existing Health Centre with an eco-friendly domestic property.
Decision: Approved (subject to 5 pages of conditions).
Current Position: Demolition works completed. No further work on the redevelopment. Site tidied from over
growth. Proposed development understood to be on hold.
Application S/086/01840/18 Foundry Yard, Holt Lane, Horncastle, LN9 6AL
Revised application (again for two dwellings).
Response: No objection but with query concerning rights of access and other minor comments.
Decision: Approved (subject to 5 pages of conditions, including comment re existing access rights)
Current position: Construction well advanced on 1 property; other property not started. Large semi
permanent shed has appeared at entrance and does not appear on the Approved Plans. To be monitored.
Further metal roofed sheds have appeared and look relatively permanent. Query sent to Planning
Enforcement 4th December 2019. MJH to chase a response.

Planning Permission & Listed Building Consent for Change of use =, conversion of, internal and external
alterations to former store to provide 2 No residential units: 21 and 23 High Street, Horncastle, LN9 5HL
Response: Objection on grounds that information incomplete. No objection to the principal but detail
inadequately defined.
Decision: Approved, subject to 3 pages of conditions (including some of the points raised by the Society) .
Current Position: Some work started internally but on hold during lock-down until 17th June – on-going ).
Application S/086/00180/19 8, Queen Street, Horncastle LN9 6BD
Planning Permission: Erection of metal railings along boundary.
Response: No objections. Application commended for reinstatement of original style railings which will much
improve the street scene. Comment re health & safety consideration on design of proposed railing tops.
Decision: Approved.
Position as at July 2020: Excavation and refilling carried out in preparation for the installing the railings.
House up for sale.
Application S/086/00425/19 3-5, Bridge Street, Horncastle, LN9 5HZ
Planning Permission for conversion, extension and alterations to former restaurant to form 6 No
Appartments. Part of building to be demolished.
Response: Objection due to increase number of flats proposed.
Decision: Approved. External works to front look to have been completed. Internal works ongoing. As at
17th July 2020, on-going internal work and on re-formatting window openings in rear wall started.)

Planning Approval & Listed Building Consent: Internal & External Alterations to existing Public House, including
demolition of lean to garage and erection of a purpose built micro-brewery building (single storey).
Response: No objection with minor comments and queries.
Decision: Approved with minor conditions.
Current Position: Work started but little sign of recent activity.

Response: Comments raised re potential clash with boundary (ref. Neighbour Comments), nature of rainwater

Decision: Approved.
Current Position: As at July 2020: no apparent action on site.

Proposal to replace 3 No external windows (with timber frames in style to match neighbouring properties).
Response:Minor comments re details of proposed windows should better match the originals.
Decision: Awaited.
Application S/086/00645 Horncastle College [Holmeleigh], Mareham Road, Horncastle LN9 6BW
Planning Permission – Erection of a multi-use building which will house learning and office facilities for Boston
College, with a separate facility for East Lindsey District Council staff on the site of existing buildings and
portable buildings which are to be demolished, provision of 2 car parks, secure cycle and bin storage,
generator and substation and pedestrian walkways.
Response: Whilst looking to support the proposal to move ELDC Headquarters to Horncastle, significant
concerns were raised, including the proposed demolition of one of the crescent of Holmeleigh cottage
homes, the apparent lack of appreciation of the history of the site, lack of attempting to fit in with the
existing retained buildings, loss of many of the trees, little proposed screening and archaeological matters.
See attached appendix for the full comments.
Decision: Awaited.
Note that a further objection has been raised by SAVE Britain’s Heritage which has asked that the application
be refused and that a revised application consider the retention and conversion of Tom Scholley House and
Ralph Bennett House.

2 Hammerton Lane (off East Street ): buildings at the rear have recently been demolished (currently a pile
of bricks). See S/086/00529/11 and S/086/01877/15. Monitor to see that the approved drawings are being
followed (4 years on).
As at 17th July 2020, site work to date limited to demolition in line with that indicated on the approved
Planning Drawings.
3 Flood Relief Scheme & June 2019 flooding : No further word of the investigation report being carried out
by others. MJH has contacted Councillor Fiona Martin who will request an update.

Horncastle History & Heritage Society: Notes on Planning Applications for Executive Committee 16th June 2020: Appendix
Comments made on behalf of the Society on Planning Application S/086/00645/20 re Horncastle College [Holmeleigh], Mareham Road, Horncastle LN9 6BW:
We apologise for the late submission of these comments. In view of the significance of this application which lies on a historically important site we had expected to be notified as a Consultee and did not find out until recently that the application had been submitted.
The Society welcomes the proposal for ELDC to move their Headquarters to Horncastle and for use to be made of the Homeleigh site, however the Society does have reservations about some aspects of the proposals set out in the Planning Application. In particular, they object to the proposed demolition of one of the historic cottage homes in order to create a few additional parking spaces. There is also a lack of information regarding the existing buildings on the site and the overall views of the developed site showing both the new and retained buildings .
The impression given by the application is that little attempt has been made to consider how the proposed new development will
